The split ring was sprung open so that it could be slid over the second ring leaving about 0.2 inches of the inner ring exposed. Using a small file, the exposed OD of the inner ring was reduced until it would slide into the spring capturing or locating ring found on the underneath side of the throttle slide cover. All exposed corners were deburred. The outer ring does not need to be permanently fixed to the inner ring as the outer ring spring clamping force is sufficient to hold it in place.
When replacing the throttle spring in the carburetor, the outer overlapping ring is placed over the top of the throttle return spring.
